%in% does the trick:
vector_1 <- c("Belgium", "Spain", "Greece", "Ireland", "Luxembourg",
"Netherlands","Portugal")
vector_2 <- c("Denmark", "Luxembourg")
vector_1[!(vector_1 %in% vector_2)]
