After uninstalling Rtools 2.14.0, I have installed the latest version of
Rtools 2.15.0 which gives the two folders
C:\Rtools\bin
C:\Rtools\gcc-4.6.3
R is installed in the directory
C:\R\R-2.15.0
I have set the Environment Variable
PATH=c:\Rtools\bin;c:\Rtools\gcc-4.6.3\bin;c:\R\
