I think it depends on the area.
Ruby is very popular because of Rails, there's no default/famous framework
for Python and I think that is one of the reasons Ruby is more popular than
Python on the web.

I don't know whether that's true. One could argue the opposite easily
enough: Python can sustain so many web frameworks, so it must be more
popular on the web.

popular in a certain field, take a look at iPhones/MS Office etc..
