Attached is a diff to update libsigsegv to its latest version. I don't
see any symbol changes so no crank to SHARED_LIBS.
This doesn't get us much other than the patches were successfully
upstreamed so they go away. Additionally, it appears the library is
licensed GPLv2+ so tweak t
