If found a solution already, albeit not with setpci but with pcitweak:
pcitweak -w 0:1f:0 -b 0xa4 0x00

I forgot to mention this, sorry: Same problem also with the
pciutils-2.2.1.tgz package. The upgrade to 2.2.4 didn't help.
