Here a major update of sysutils/loki and promtail.
Notable changes: all my patches to support bsd syslog were merged and now
promtail can be used with OpenBSD syslogd.

I don't forget about this.
But I haven't pinged it because I've worked with upstream to merge this huge
patch into it.
So, it was merged and I ask to not commit this yet.
I'll update the port for the next release, as soon as it happens.
