This allows building qtwebkit the current default ports version of
Ruby. This is a necessary step to remove Ruby 3.1.
No RDEP on ruby means this is only a build system change, not a
package change, so no bump is needed.

Update for net/nextcloudclient v3.14.1
We are a few releases behind because they were not not commited.
In version 3.14.0, they migrate to Qt6. Probably more tests and tweaks
are needed. I tested syncing 12Gb of data without any issue.
