which is needed by the update of devel/catalyst.

Here is a simple patch for devel/p5-Test-utf8 to update to 1.02.
It build well and pass all tests on amd64-curent system.
Only one port depends on it : devel/p5-Test-File. It build well
and pass all tests too.
