Update mednafen 0.9.35.1 -> 0.9.38.5

This updates to the latest release of mednafen. A C++11 compiler is now required, this uses GCC 4.9. Mednafen no longer supports reading directly from CDs, you have to use images, so drop the libcdio dependency. Very lightly tested currently, I'll do the hard working of testing this coming weeke
