I'm planning on removing sysutils/perfd - while apmd in base doesn't
offer all the fine grain controls that perfd does, apmd works well
enough (at least for me and a whole bunch of other people). Anyone
wanna speak up in defense of perfd before it goes away?

I've never liked the way variables change based on makesum/checksum/fetch-all
This patch finally bites the bullet, and fixes things in there.
It also gives me names (CHECKSUMFILES and MAKESUMFILES) I wanted to expose,
and I get to remove duplicate stuff.

The new isync is noticeably faster than the one we have in ports. It
also sports a new tool with a different configuration syntax, though the
isync binary is still kept to provide compatibility with existing config
files.
