I don't like to be root when it's not necessary, and, well,

OS, and I don't see why users shouldn't be allowed to play with

here's a port of scponly; so far tested on amd64 and sparc.
scponly is an alternative 'shell' (of sorts) for system administrators who
would like to provide access to remote users to both read and write local files
without providing any remote execution priviledges.
