I think the thing to do is just to implement the popup now and play with the
behaviour later. From a personal point of view I like interaction on mouse-
over and losing the tooltip would not bother me.

The problem with this is that the normal popup-menus (for example when
Lancelot Part pops up, not the menu itself) take all the input devices for
themselves
