Debian/stable has 3.13, but the next stable release to sooner or later
(we are already in freeze) will have >= 3.18, so from the Debian side
you are free to push!

Hi,
I have now bumped the requirement for all Plasma repos.
There was one resulting build failure in kinfocenter that has been
corrected. Let me know if you notice any other unusual behavior.

minimum cmake versions are both somewhat inconsistent and super old.
Most Plasma projects state that either 2.8 (released in 2009) or 3.0
(released in 2014) are the minimum. That's obviously unrealistic.
