This clearly was intentionally not supported - but I'm not sure I
understand why - and I'd argue that this is a mistake. An application can
have different states where some of the menu items should be disabled (for
example, before an account is fully set up).
This simple patch allows that to work

If I remember correctly there was an attempt by Lukáš Tinkl to create a new
library
replacing Solid/PowerManagement, see [1]. I don't know whether it's finished or
not,
but I guess he doesn't have time anymore since he joined Canonical and started
working on something else.
