Releasing KDE GTK Config

Hi, Today I decided to make a release for kde-gtk-config on frameworks, calling it a technology preview, given that Kubuntu needs tarballs. Now I was thinking that it could make sense to get it distributed together with the Plasma Workspaces, given that you'll only use it in a Plasma installation
