Releasing KDE GTK Config

Hi, Today I decided to make a release for kde-gtk-config on frameworks, calling it a technology preview, given that Kubuntu needs tarballs. Now I was thinking that it could make sense to get it distributed together with the Plasma Workspaces, given that you'll only use it in a Plasma installation

Hi, so we've got this long-standing awkwardness that users generally expect the Meta (aka "Win") key to open the application menu, which is how it works on Windows and nearly all of the competing Linux DEs, but isn't easily configurable in Plasma because we don't support modifier-only shortcuts.
