Samba strikes me as the sort of thing you would want to manage with a SSH
login if you have to do it remotely.

hmmm ... I don't quite know how to explain it any better.
Simply, using php to restart samba makes php stop responding when the
browser tries to call another php page from that server.

I've an interesting problem that after using php to restart SAMBA the server
no longer parses php to that particular browser.
This is really really weird!!
The situation is that I've built a php tool to restart server services such
as atalk and samba. Starting/Restarting/Stopping atalk works bea
