Until now I haven't had the need for a free PHP host because what I have
done has been commercial.

I'm not sure if www.f2s.com offer Perl5+ but it does offer MySql and Cgi and
PHP i guess.

http://members.evolt.org. They provide free hosting with MySQL and
PHP and CF.
