The incentive from me was to not further complicate a problem that by

You still have to send something to the browser. HTTP/1.0 403 Forbidden is not a page
or a location. It's a result code. You could then do something as simple as:

This will return a blank webpage in IE and Mozilla. When I take out
ob_gzhandler it then works fine.
