Try disable-packetcache, this will allow the shuffling logic to act.
The shuffling within the PowerDNS Recursor is random, and not deterministic,
though.

we've set up some large Round Robin Records to work arround some 10GBe
Load Balancers. We've now moved from Bind to Pdns Recursor and see that
the Load on the individiual Server have now a very wide spread. We've
tried to use the "no-shuffle" option that is even worse.

have some strange setups to support that can't easily be removed.
In some of our offical Zones are CNAMEs. The A records to these Names
are in our internal Zones configured in forward.zones.
