Yep. As for permissions, I don't know:
$ ls -all .newsrc
-rw--- 1 ant ant 38637 Nov 25 01:05 .newsrc

I figured out why it seemed to only toggle-window-off some of the time:
1) When pan's the focused app and the tray icon is (primary/left)
