We've had several appointed PTLs this cycle, in some cases because
people forgot to nominate themselves, in other cases because
existing maintainers have been pulled away and volunteers stepped
up. Thanks to those people who did.

us to create a stable/rocky branch
It just requires a U-C bump, and contains a few bug fixes from 2.9.0.
