concerned, it seems that mailman can't successfully mail to the owner

But, the simple answer to your question if it means what it says on its
face is don't tell them the list admin password, the list creator
password if any and the site password if any.

After editing the templates, they will only affect new pages. To change
all archive pages for a list or lists, you need
bin/arch --wipe
assuming you have the cumulative
archives/private/.mbox/.mbox file intact.

this requirement.

If you want mailman to deal with it, you can use header_filter_rules to
recognize the headers and act accordingly, but why not just delete the
spam before it gets to mailman?
