Here's the only User and Group entry in the file:

The default user and group for apache if not set in the apache config file
is -1.
The user and group must be set in the apache config file to be "apache"
(/etc/httpd/conf/http.conf), you should see lines like this:
User apache
Group apache

mailman:x:41:
I don't have an /etc/groups file on my system. I'm assuming you mean /etc/group.
bash$ id mailman
uid=41(mailman) gid=41(mailman) groups=41(mailman)
(as root)
bash$ ./check_perms -f
No problems found
