A subscriber to a list I have with a public archive, has NOMAIL
set and only reads and responds via the archive. But even though

is there a way to hide the reply to: option from list administrators, so that
the default reply to: poster (or list or whatever) is the only option?

The standard installation default in $prefix/Mailman/Defaults.py is
DEFAULT_REPLY_GOES_TO_LIST = 0 which is what you want.
