Turns out this is an embarrassing case of user being an idiot. I was looking
in the wrong list admin UI. There are two lists with similar names and for
some reason I was logged in to the wrong one. (Probably because I had just

I set up mailman. The list is meant to be send only, all emails being
moderated. The moderation flag is set for all email addresses.
When I send an email to the list it goes into the queue. I then go into
"Administrative requests for mailing list" and see "Posting Held for
