I read that mailman 2.1.1 has limited handling of attachments for the
archives. Am I wrong? If not, can someone inform how to configure this
or point me to documentation concerning this. I looked through the docs,
but can't see anything.

You are not stuck with using Pipermail as your archiver. While
Pipermail comes built into Mailman it is very limited in its abilities.
Look into using an external archiver like Mhonarc. You can use both at
the same time.
