immense size of the corresponding archive directory archives/private/flohmarkt
du quickly showed me why:
# du -s * | sort -n
4index.html
4pipermail.pck
84 2020-November.txt
296 2020-December.txt
332
For some reason, messages are not being archived. I see no error in the
logs and check_perms says no problems found. Any suggestions on how to
get archive working? Thanks.

Your archives won't be "there" unless you have actually posted messages to
the list.

Apache (in particular) "does" forbidden not only if the permissions are
wrong, but if it is pointed to a directory and
