I notice mailman-users has a separate mailing list archive with
email addresses hidden... How does that work?
Maybe this sort of facility/framework should be included in
Mailman 3.x ??

Many distributions disable ECN at boot-time to work around such broken
hosts which are decreasingly-common.

USE TCP_ECN
(by setting the relevant flags in TCP header initially), and
the TCP-server needs to 'support' ECN, and the congested router
needs to support marking TCP packets when busy
