I had problem in web interface of mailman,
error was "cgi-bin/mailman/admindb/listname was undefined"
it turned out that mod.cgi was not loaded.
adding mod.cgi yo mods-enabled solved the problem.

did you ran mailman daemon ?
Either
/etc/init.d/mailman start
or
/var/lib/mailman/bin/mailmanctl
will do. You need to start it maunally, at the very beginning.
I had the same problem recently.
