After applying that you should be able to just add:
SITE_HIDE_LIST_OPTIONS = ['max_message_size']
to mm_cfg.py, and it will remove the option from the admin
interface.
The patch is for 2.1.5; I haven't tested it against a newer
version yet, so hopefully it will apply OK.
