That's a never mind.
I uninstalled the python 2.4 packages and reinstalled
everything as 2.3 and its now running w/o errors, through
that step.

Just to clarify what I'm asking here:

I'm wondering, as a means for simplifying maintainence, is
there a way to deploy multiple instances of Mailman off a
single code base, so that there is only one instance of the
code to upgrade and maintain.

cp cgi-bin/private.bad cgi-bin/private
edit your apache config to read:
Alias /pipermail/ /usr/local/mailman/archives/
not what you now have pointing directly to the private/ subdirectory.
restart apache
then test again.
