I've just upgraded my 2.0.x installation of mailman to 2.1.6, and I'm so
close I can practically taste it.
But it's still not working.
When I send mail to a list on the server, I get back the following error:

I normally build mailman (./configure; make install) on a dev system then
tar/rsync it to a production machine. I checked the UPGRADING notes in the
2.1.7 release and there is no mention of anything (i.e. withlist, fix_url, etc)
that needs to be done when upgrading from 2.1.5 to 2.1.7.
I'm pleased to announce the release of GNU Mailman 2.1.7. This
