Is it possible to restrict outbound emails to administrative users only? In
other words, non-admin users could not send mail to the list.
Also, is it possible to customize the HTML that is rendered by Mailman?

Are they in Mbox format - a long text file complete with headers and message
bodies stored in archeological fashion? If so, then ~mailman/bin/arch will
work to move them into HTML format so that they can viewed via pipermail.
