I found the problem, the link to the "wrapper" program in /etc/aliases was
wrong.

Double check all the crontab entries, and manually test the
alias added for the test list. Wierd that it goes into the archive,
but does not get mailed out...

I set up a test account, and when i email to the account, the email is
logged into the archive, but it never gets sent to the list. I also don't
