It appears that we were not using the RTP over RTSP option in the
viewer. After making this change, the stream loads in 3-4 seconds.

We are seeing it take between 14-18 seconds for video to show up when
connecting a VLC player to a remote Live555 proxy server.
When we run the proxy server locally, we see the player take between
3-4 seconds to load video.
At first we suspected it was a bandwidth issue, but in both cas
