fork to the data fork, I get a perfect file that can be scrubbed. Is there
any way to get OpenRTSP to flatten the file or write directly to the data
fork from a live stream so that I can skip this extra step?

but perfectly synced during fresh playback. Is OpenRTSP creating
a transport stream quicktime file and that is the issue, if so is there any
way to record it to a program stream file?

sults when the camera is set to 24 fps and I set OpenRTSP to 23.95
fps also not sure why that is, again it is inconsistent though.

This is really great. What about MPEG2-TS encap of the H.264? Now seems that we
are having an "official" H.264 framer. Could you pls provide a testApp that
utilize all the elements in place already?
