Actually, in my use case, I have the RTSP controller on another IP adress than
the RTP receiver, furthermore, the RTP receiver doesn't handle the RTCP feed
back then I guess the server is not aware about the lost packets and the
difference of speed between the RTP flow and the TS flow... It is n
computation turns all the time around 0 (from
-0.005 to 0.005) and it is perfect.

At last, I have an answer from dektec supprt.
Actually, it's clear than the .ts file is correct and the PCR is perfect, the
outgoing RTP packet are also perfect but there is a very small mismatching
between the bandwidth and the PCR during approximativelly 75 seconds afterwhat
the bandwidth and
I'm using windows because we also use several application all done on windows
!!!
I fully agree with you about the weakness of this OS but it's like that and I
don't really have choice.
On the other hand, I have the chance to be able to compare 2 kind of streaming
and I tried to reproduce the
my issue and find why the library was
bursting the RTP packets.
