I suspect that your “FramedSource” subclass (that encapsulates your encoder) is
not properly delivering NAL unit data to its downstream object (a

Thanks for your help, I modified a few things and was able to make more
progress. The stream can now be initialized and received, but it blocks
there:
Received 185 new bytes of response data.
Received a complete PLAY response:
RTSP/1.0 200 OK
CSeq: 5
