This patch removes python only on windows arches not being x86 since
these seem to be the problematic ones, posix works flawlessly

The reverse of the patch is based on testing compilations using the
recomended versions in the documentation (or recomended posted posted on
bug reports so using the same as a first time compiler) for swig, python
who can not be installed with 64 bit version as far i know ( and
probebly the reason
ask Pirre, i don't have an x64 Python. ;)
