ARC's kprobes using single-stepping
on copied buffer, it may crashes kernel, since fixup code can not find correct
address without kprobe_fault_handler.

powerpc and x86, this removes all preempt_disable
from kprobe_ftrace_handler because ftrace callbacks are
called under preempt disabled.
