Another suggestion, in mythtv, try increasing the signal something
timeout - I think the default is 1500ms.
Or scan has an option -5 (I think -- sorry its been a while and my box
is recording) that increases the time wait before giving up.

WinTV-HVR-900 is supported but I think only certain revisions. I have
one, which doesn't work, a 65018/B3C0.

would anyone be kind enough to tell me what the process of reporting
problem and fixing the problem is?
The HVR-1700 DVB-T works fine in a standard released kernel. However in
the tree from http://linuxtv.org the
DVB-T cannot find any channels.

if I use stock kernel (Suse) 2.6.27.23-0.1 the card works, scans and
plays DVB-T channels.
if I use the latest v4l drivers the card is recognised, and picked up,
tunes a channel, but cannot find any DVB-T channels.
I'm afraid I'm not sure what to look for

I'm having problems getting the HVR-1700 working. It seems to be
