Public bug reported:
The kernel linux-3.8.0-2x doesn't work with USB devices such as 3G
modem, camera... Only Flash disk works.
ProblemType: Bug
DistroRelease: Ubuntu 13.04
Package: linux-image-generic 3.8.0.31.49
ProcVersionSignature: Ubuntu 3.8.0-31.46-generic 3.8.13.8
Uname: Linux 3.8.0-31-gen
If boot back into 3.8.0-19, there is no issue.
I will test 3.12 and come back later.
Btw, seem that the issue of kernel regarding to USB3.0 ASMedia
controller hasn't been fixed for long time.

Another workaround for me is to login to text console (not graphical UI)
