I have the exact same problem using 21.04. After resume it says
something about the network cable being unplugged in the settings menu
under network wired. I have found rebooting is the fastest way (only way
that I know that works) to get back running. My work around is to not
suspend. Configuratio
Booted up my laptop after a few hours of shut-down and now the keyboard
and mousepad work. I doubt this will last.

when i try to shut down my laptop the mint logo appears for ~3sec and
the screen goes black (normal) and then the mint logo comes back on and
takes another ~10-15s to shutdown

With kernel 4.15.0-151 the system very often (up to several times an
hour) hangs up completely and doesn't react to input of any kind. It
then has to be restarted the hard way (i.e. by prssing the power button
for several seconds).

This is probably a firmware or kernel bug but AFAICT you're not using
any kernel versions supplied by Ubuntu. So we can't support the kernels
you're using here.

So does this mean even SysRq commands direct to the kernel don't work to
allow a safe reboot, shutdown?
