How to reproduce?
I am now running 18.04 LTS, problem is there since 16.04 LTS.
I have noticed if I disable my displays from going into power-safe mode
and still let ubuntu go into the lock screen I could keep the machine
running. I also disable the "No signal power off" feature on my
displays. T

I can confirm this issue with Eoan Ermine (5.3.0-19-generic). I tried
disabling AppArmor (security_driver=none), but my laptop still locks up
at the Windows login screen (Windows 10).
Using the virtio NIC does work around the problem though.

My guess is that
.../drivers/media/pci/cx23885/cx23885-core.c
is important and maybe my IOMMU, but I don't feel competent to patch the code
myself. Nor am I certain that "15d1" is the magic number for Raven Ridge APUs.

use an older version of Ubuntu,
use a faster monitor,
use a video card (nVidia GT 710),
use a mainline kernel 5.4.0-050400rc6-generic
which also reports the VGA port as a VGA port.
But using a mainline kernel and a video card xrandr reports a 77 Hz refresh
rate
The problem is in the graphic drivers like nouveau and radeon. The audio
side needs to detect the monitor is plugged in as well as ELD data, then
the hdmi audio could work.
Since we don't have ability to change the nouveau or radeon, I will
think about adding a new patch that will take care of thi
