My workaround was to kill the perl process and run it

after logging as user 1000, then running sudo. I guess that logging as
root may not cause this to happen.

I forgot to mention the Western Digital hard drive has always been slow
to actually show up, and I’ve always gotten those "COMRESET failed, link
is slow to respond" messages since I bought it.
And two details I forgot to mention about the hard drives:
1 The Toshiba hard drive that works is formatt
I downloaded the three files you mentioned and tried to install them
using 'dpkg -i *.deb' as root. Two of the pkgs installed OK but the
kernel proper did not, giving error:

dpkg: regarding
linux-image-unsigned-4.1
The typo is still present in 4.15.0-29.31
