This issue occurs when an OOM kill is triggered (see [0]). This was
observed for the first time on kernel version 4.4.0-59-generic
#80-Ubuntu.
On the affected machine, I will give the mainline kernel a try add the

service as not running, but now the reason is different.

the bug was in the kernel and we've verified that with fixes in
proposed. tor still doesn't work on Zesty, but I'll file a separate bug
for that.

But *IMHO* this lack of NVMe power management (and consequently Skylake CPU low
power states usage) is critical since :
1) it voids a lot of power management efforts these last years in Ubuntu/Linu

I believe I have the same issue.
Kernel 4.10.1 reboots, but kernel 4.10.0 does not suffer from the same
problem.
I also notices this problem at some point in the 4.8.x series for a
couple of the patches, around 5-6, but then it got fixed and wasn't an
issue for me anymore.
