OK, I went back to the xenial 108 kernel again and the issue came back..
I tested further and found that only certain applications are exhibiting
this. For example, it's happening in VLC and Chrome, but not in audio
played by FF.
Going to close this as it looks like it's probably not a kernel thin
Also happening on 4.4.108-0404108-generic mainline kernel :/

Incidentally, issue does not occur in the HWE kernel, 4.13.0-32-generic.
