radeon fixes will make their way into the Ubuntu 17.04 4.10 kernel soon.

4.8.8
4.8.6 should work fine.
Both 4.8.7 and 4.8.8 backported some radeon fixes.

I have continued to research this issue. In the meantime, I have also
upgraded to Ubuntu 17.10 and the issue persists with kernel 4.10.0-19.

I tested the latest mainline 4.4 kernel (4.4.56) as requested. It
exhibits the same behavior. I also tried the 4.8.17 mainline kernel
with the same results. I still have to fall back to kernel 4.8.0-30.
