'sudo chvt 2' does produce the desired effect.
I can use this solution to get around the issue however this does not resolve
this bug.

Nothing to do with util-linux. Ctrl+Alt+F1 is handled directly by the
kernel AFAIK. Does "sudo chvt 2" work for you?
