The bug is no longer present with a clean install of the current (14th
Sept) 23.10 daily. USB is functioning booting directly into Ubuntu.

Not quite fixed-upstream
It took me a little while to realize that USB works with the 6.3.1
mainline kernel only after restarting from Windows 11. With a cold boot
into Ubuntu it is still dead.
The restart from Windows11 doesn't give working USB with the 6.2 kernel.

Genesys Logic, Inc. Hub disconnects from ASUS PN50 d
There isn't an external hub for the keyboard - there are three USB-A
ports on the Asus PN50 itself (the mouse is daisy-chained with the
keyboard).
I have tried plugging the keyboard into all 3 ports with no response and
also plugging in the mouse separately rather than via the keyboard -
again no
Yup, all good now with 5.13.0-28-generic on an ASUS PN-50..
